The Weekly 1.21⚡- EVI News #36.5: NEVI Rebooted Special Edition

Your weekly digest of EV infrastructure developments across North America

Good day, fellow follower of federal EV funding,

In Sunday’s edition (#36), I noted several updated NEVI plans filed by states, but botched the link to Minnesota’s plan. If you were looking for that - or any of the other plans updated so far for FY 2026 - you’ll find those below, along with a snapshot of the program’s progress to date.

📢 New York Closes on NEVI Top Spot As Several States Gear Up for Construction

News - New York closed the gap on leaders Pennsylvania and Ohio to just three stations last week, while states from Maryland to Minnesota gear up for construction on their first round sites.

Numbers - 16 open NEVI locations for New York, with the leaders both tied on 19 for the past two weeks. However, Pennsylvania has at least 16 locations under or pre-construction, whereas Ohio only just restarted its work at a couple of sites. Other states with multiple NEVI sites in motion include Michigan, Texas, and Wisconsin.

Nuance - States that had deliberately slow-walked NEVI under the previous administration, presumably in the hope that attempts to nix the program would succeed, now face a choice: proceed with the limited plans they had started to make or decline funds and watch them filter back to the federal level for reallocation to more active states. At this point, it’s a fair bet that places like Florida and Wyoming would rather distribute their allocation to private businesses in their state, rather than see it flow to another.

Next Up - Following the successful legal action earlier this summer, the required funding is flowing once again and states have hurried to update plans for FY2026. More will appear as September rolls on, but you can take a look at the latest approved NEVI plans via the following links:

  • 📍 116 stations energized across 19* states. 13 of the states have more than one operational location.

  • 💲 Average price: $0.53 per kWh (High: $0.84/kWh | Low: $0.39/kWh)

  • 🚧 Average build time (from shovels to sessions): 114 days

  • ⚡ 12 different hardware providers used (Top 3 = 1. SK Signet - 27%, 2. Delta Electronics - 25%, 3. BTC Power - 15%)

  • ⛽ 55% of the locations are at gas stations or truck stops. The next closest site types, at just 15% combined, are retail plazas and grocery stores.

  • ✅ One state (Rhode Island) at "Fully Built Out" (FBO) status

    *Status of funding for first NEVI location in Tennessee still to be confirmed

Revised guidance from the Federal Highway Administration (FHWA) could make it easier for more states to achieve FBO status on a quicker timeline than previous plans anticipated.

Previous coverage requirements for alternative fuel corridors (AFC), which in some states amount to thousands of miles of roadway, are now removed in favor of a simple letter explaining their assessment of FBO progress. FHWA will the decide whether to certify that explanation.

Once certified, funds previously limited to travel corridors can start to flow to other priority areas, such as state routes and more remote locations with limited fast charging options.
