Your monthly summary of NEVI progress across the United States, from plans and awards to construction and activation

Good day, fellow follower of federal EV funding,

NEVI activity has ramped significantly since we last convened, with Pennsylvania taking an outright lead in activations, Wisconsin passing double digits for open stations, and dozens of FY 2026 plans approved by the FHWA. What hung in the balance just a few months ago now holds the potential to deliver thousands of new fast charging options across the country.

Here’s your digest of NEVI developments in the US over the past month ⤵️

📢 Pennsylvania Cements NEVI Lead with 20 Sites and Fully Built Out (FBO) Status Certification

News - In conjunction with EVgo, PennDOT energized its 20th station with federal funding, putting the state one clear of Ohio in terms of open NEVI locations. FBO status was also confirmed, making Pennsylvania the first state to receive certification under the new FHWA guidance and the second state to achieve FBO overall, after Rhode Island.

Numbers - Pennsylvania’s NEVI stations, the first of which opened in December 2023, have delivered 30,000+ charging sessions as of the end of September 2025. 110 fast charging ports are spread across the 20 stations, with NACS handles available at 45% of the locations.

PA’s 11th NEVI station in Mifflinville at Love’s adds I-80 DCFC to a stretch that only Electrify America and Tesla previously served. This holds true for at least half of the state’s NEVI locations

Nuance - NEVI has been transformative for non-Tesla EV travel in Pennsylvania. We’ve taken the trip many times, first in a Chevy Bolt EV and more recently in a Hyundai IONIQ 5, and the journey is now packed with DCFC options. Where once only Electrify America offered true fast charging, gaps have been filled by all of the major charging networks. The state previously spent limited grant funds (such as those from the VW Dieselgate settlement) in and around major metro areas. NEVI’s corridor-first approach changed that focus and allowed PennDOT room to prioritize EV charging on key travel routes, such as I-80 and the Pennsylvania Turnpike.

Next Up - Pennsylvania has the lead but isn’t resting on its laurels. A further 70 site awards are at various stages between contracting and construction, promising 300+ fast charging ports under the federal program. Meanwhile, achieving FBO status gives PA more flexibility to deploy NEVI funds outside of designated AFC routes. The latest round of funding, Corridor Connections, should deliver another 21 charging locations. An information webinar for that round will take place today (10/16/25) at 1PM (Eastern).

📢 Approved NEVI Plans

Following the successful legal action earlier this summer, funding is flowing again and states are seeking approval for FY2026 plans.

  • 📍 120 stations energized across 17 confirmed states. 14 states have more than one operational location.

  • ❓Two states (Alaska and Tennessee) with stations energized at locations with NEVI awards, but which may not receive the proposed federal funding.

  • 💲 Average price: $0.53 per kWh (High: $0.78/kWh | Low: $0.39/kWh) — On average, rates have increased 8% from site launch rates to current pricing.

  • 🚧 Average build time (from shovels to sessions): 117 days

  • ⚡ 13 different hardware providers used (Top 3 = 1. SK Signet - 28%, 2. Delta Electronics - 25%, 3. BTC Power - 15%)

  • ⛽ 57% of the locations are at gas stations or truck stops. The next closest site type, at just 13% of all NEVI sites, is non-fueling retail locations.

  • ✅ Two states (RI and PA) certified "Fully Built Out" (FBO) status

  • New charging vendors with NEVI locations: IONNA (Fruita, CO) | Zero 60 (Rhinelander, WI)

🚧 Under Construction

Some states have moved faster than others in the race to claw back time lost to the FHWA-induced pause to the program. While new NEVI leader Pennsylvania barely slowed, opening at least one new location during every month of the pause, Wisconsin did see its progress stalled for several months, adding only one new location in the spring.

All that changed over the summer, as the Badger state opened five new NEVI stations and now has at least 13 in progress at the time of writing. Kwik Trip’s network expansion will play a major role in that catch-up, as around half of the WI locations now underway are awarded to the Kwik Charge project.

On the other side of Lake Michigan, there’s activity from the FasCharge brand, being rolled out on the Red E network at gas station locations of Marathon (Alma and Mackinaw City) and Express Stop (Flint).

Over in Texas, eight sites across the state have “Construction Started” dates on the new TxDOT NEVI program results page. All are listed as “Opening 2025" but this resource formerly listed many as a summer opening, so expect some sites to slip into early 2026.

Elsewhere, the first NEVI station in Maryland appears likely to be activated under the Pilot-Flying J banner, with dispensers in the ground at both Grantsville and Elkton. The latter is a full canopy location with eight stalls, making it the largest P-FJ site to date.

As we review the newly approved NEVI plans, watch for more construction timelines in future updates. For example, Minnesota hasn’t opened a NEVI location but sets a clear target in its latest plan: all 12 Round 1 award locations constructed by spring 2026.
